A water sauce will result from covering the skillet. 3) Combine the brown sugar, soy sauce, and diced bell peppers. heat to a medium-low setting. 5 minutes should pass while simmering for the sugar to fully dissolve. 4) Add the basil. Remove from heat after about 10 seconds of tossing. If the basil is cooked for too long, it will become bitter. Give it five minutes to cool.
